Legislative Enactment:
 
The principals and associates of Kaufman Zita Group achieved passage of the following legislation on behalf of our clients:
 
-          P.L.2010, c.12 (S-812 / A-1756) - Concerns dispensation by an optometrist or ophthalmologist to a patient of drugs delivered to the eye through a contact lens.

-          P.L.2009, c.194 (S-2773 / A-3919) - Concerns suspension and revocation of employer licenses for repeated violations of wage, benefit and tax laws.
 
-          P.L.2009, c.231 (A-1882 / S-1807 - Permits three year payoff of accumulated deficits of municipal health insurance funds.
 
-          P.L.2009, c.270 (S-3080 / A-4263) - Authorizes negotiations with a bargaining representative of community care residential providers.
 
-          P.L.2009, c.273 (A-373 / S-139) - Permits real estate brokers to provide rebates to purchasers.
 
-          P.L.2009, c.299 (A-4262 / S-3078) - Authorizes negotiations with a bargaining representative of family child care providers.
 
-          P.L. 2007, c. 122 (A-3817 / S-2448) - Establishes pilot program to conduct comprehensive eye examinations for second grade students.
 
-          P.L. 2007, c. 165 (A-2822 / S-2188) - Permits the charging of fee for capital contribution for purpose of defraying common expenses; validates certain bylaws
 
-          P.L.2007, c. 336 (A-4599 / A-4421) - Amends language in annual appropriations act to eliminate moratorium on Medicaid reimbursement to new pharmacies and medical supplies sold in pharmacies
 
-          P.L.2007, c. 323 (A-3259 / S-2678) - Revises the "Athletic Training Licensure Act."
 
 
 
 
Legislative Amendments:
 
Kaufman Zita Group successfully advocated for significant amendments to the following legislation on behalf of our clients:
 
-          P.L.2009, c.39 (A-3812 / S2567)  Modifies "Predatory Towing Prevention Act".
 
-          P.L.2009, c.60 (A-2962 / S-1897) – Establishes licensing program for site remediation professionals; changes laws concerning site remediation.
 
-          P.L.2009, c.91 (A-2030 / A-2170 / S-906) - Requires pharmacists to include on prescription drug label name of brand name drug and generic drug when generic drug is dispensed
 
-          P.L.2009, c.229 (A-1359 / S-2745) - Revises "Landscape Irrigation Contractor Certification Act of 1991."
 
-          P.L.2009, c.250 (A-4270 / S-3036) - Establishes New Jersey Special Education and Traumatic Brain Injury Task Force.
 
-          P.L. 2009, c.235 (A-2491/ S-1539) - Expands definition of "place of business" under Franchise Practices Act.
 
-          P.L. 2009, c. 184 (S-2841 / A4060) - Requires telecommunications companies to provide certain information to law enforcement officials in emergency situations.
 
-          P.L. 2009, c.338 (A4376 / S-3020) - Provides temporary PERS definition of contractual salary which includes deferred collectively negotiated wage increases currently applicable to Executive Branch employees will also apply to certain State and local public employees in PERS.
 
-          P.L.2009, c.301 (S-2905 / A4236) - Requires chain restaurants to provide calorie information for food or beverage items offered for sale.
 
-          P.L.2008, c.46 (A-500 / S-1783) - Revises laws concerning the provision of affordable housing.
 
-          P.L.2008, c.71 (S-88 / A-305) – Requires certification by purchaser or grantee that federal law will not be violated by sale in age-restricted community
 
-          P.L.2007, c. 340 (A-4559 / S-2976) - Authorizes auction of greenhouse gas allowances; established "Global Warming Solutions Fund."
 
-          P.L.2007, c. 347 (A-3572 / S-554) - Electronic Waste Recycling Act.
 
-          P.L.2007, c. 302 (A-4611 / S-2971) - Authorizes municipalities to impose a 5% surcharge on admission charges for admissions to certain major places of amusement.
 
 
 
Regulatory Accomplishments:
 
  • Kaufman Zita Group worked with the New Jersey Motor Vehicle Commission on the adoption of Driving School Advertising and Licensing Standards on behalf of the Driving School Association of New Jersey.
 
  • Kaufman Zita Group, on behalf of the New Jersey Apartment Association, worked with the Corzine administration and the Department of Community Affairs to prevent a rule proposal that would mandate residential and office high-rise buildings constructed before 1988 be retrofitted with fire suppression systems, a very costly and burdensome proposal for both apartment owners and tenant populations.
 
New Jersey State Budget Accomplishments:
 
  • Kaufman Zita Group, on behalf of the New Jersey Council of Chain Drug Stores and the members of the New Jersey Pharmacy Providers Coalition, successfully advocated against the establishment of proposed Medicaid co-pays on prescription drugs in the Fiscal Year 2009 (FY2009) New Jersey State Budget.
 
  • Kaufman Zita Group, on behalf of the New Jersey Council of Chain Drug Stores and with members of the New Jersey Pharmacy Providers Coalition, secured language in the Fiscal Year 2009 (FY2009) New Jersey State Budget ensuring that proposed Medicaid, PAAD and Senior Gold prescription drug reimbursement and dispensing fee cuts will be restored based on potential savings generated through various cost saving initiatives.
  
Governor Appointments:
 
Kaufman Zita Group uses its vast network of government and political contacts to assist our clients in securing legislative and gubernatorial appointments to important state commissions and boards. Some of the appointments include positions with the following:

Additional Victories:
 
  • Kaufman Zita Group worked with University Medical Center at Princeton (UMCP) to help facilitate final Certificate of Need (CN) approval from the New Jersey Department of Health and Senior Services to allow the relocation of UMCP from Princeton to Plainsboro.
 
  • Kaufman Zita Group helped to expedite J-1 Visas (immigration documents) for a doctor to participate in a medical training program with the Center for Family Guidance.
 
  • Kaufman Zita Group, on behalf of South Jersey Healthcare, worked with the New Jersey Department of Health and Human Services to gain approval for a full service adult cardiac catheterization program for the diagnosis and treatment of heart disease.
 
  • Kaufman Zita Group successfully advocated for a grant award of $1.5 million to the Ocean Energy Corporation for the construction of a state-of-the-art landfill gas to energy production facility at the Ocean County Landfill.  Kaufman Zita Group worked with the New Jersey Board of Public Utilities and its Office of Clean Energy for funds that led to the development of a renewable energy project that will significantly reduce greenhouse gas emissions.
 
  • Kaufman Zita Group helped Deborah Heart & Lung Center secure approval from the New Jersey Department of Health and Senior Services to establish a Satellite Emergency Department (SED).
